ANAF dezminte categoric informațiile vehiculate recent în spațiul public, potrivit cărora, ”începând
cu 2025, ANAF va percepe 10% din banii aflați în conturile bancare ale contribuabililor”.
Conform legislației în vigoare, contribuția de asigurări sociale de sănătate (CASS) se datorează
pentru veniturile din investiții, cum ar fi dobânzile obținute din economiile bancare, dividendele,
câștigurile de pe piața de capital, etc., dacă prin cumulare cu alte categorii de venituri (e.g.
venituri din drepturi de proprietate intelectuală, agricultură, alte surse) se depăşeşte pragul anual
de 6, 12 sau 24 salarii minime brute pe ţară.
Contribuția de 10% se datorează la o bază anuală de 6, 12 sau 24 salarii minime brute pe țară, în
funcţie de nivelul cumulat al veniturilor, respectiv de încadrarea venitului cumulat în cele trei
intervale. De exemplu, dacă veniturile din dobânzi reprezintă singura sursă de venituri a
contribuabilului în anul 2024, iar aceasta se ridică la 25.000 lei anual, CASS datorată este de
1.980 lei (3.300 lei x 6 x 10% = 19.800 lei x 10%) sau dacă veniturile din dobânzi se ridică la
nivelul de 45.000 lei anual, CASS datorată este de 3.960 lei (3.300 lei x 12 x 10% = 39.600 lei x
10%).
Atenție! Este important de subliniat că nu se percep contribuții pentru sumele existente în
conturile bancare, ci doar pentru dobânzile generate de aceste sume, dacă veniturile totale din
investiții depășesc plafonul legal.
Regimul actual de plată a CASS pentru veniturile din investiții (inclusiv dobânzi) este instituit din
anul 2018.
ANAF încurajează contribuabilii să se informeze exclusiv din surse oficiale, pentru a evita
confuziile sau interpretările greșite. Pentru informații fiscale cu caracter general contribuabilii pot
apela Call Center la numărul 031.40.39.160.
